Course overview
This module is not a technical course. It equips officials with the governance frameworks, vocabulary and tools to lead digital reform — assessing digital maturity, governing vendors, designing inclusive services, and holding systems accountable for citizen-facing outcomes. The UN, OECD and ADB consistently identify leadership and institutional capacity — not technology or budget — as the primary constraint on digital transformation outcomes.

- Define digital transformation beyond technology upgrades and articulate its strategic dimensions.
- Apply a three-level framework to distinguish digitisation, digitalisation and true transformation.
- Assess the digital maturity of your organisation and identify priority areas for leadership action.
