Gender-Responsive Climate Finance

Course overview

Global climate finance commitments now exceed USD 800 billion per year. Yet less than 3% of tracked bilateral climate finance has gender equality as a principal objective. The problem is not the volume of finance — it is where the finance goes and who it reaches. This module equips officials to assess the gender implications of four major climate finance instrument types, apply international gender marker systems critically, design gender-responsive delivery mechanisms, and build the institutional case for inclusion as a finance access strategy. Grounded in the Fiji, Bangladesh and Kenya cases.

Learning objectives

  • Identify the structural routing problem — why gender exclusion in climate finance is a design feature, not an oversight.
  • Assess the gender implications of four instrument types — grants, concessional loans, results-based finance, and blended finance.
  • Apply OECD DAC and GCF gender marker systems to screen existing finance instruments and identify misclassifications.
  • Design a gender-responsive delivery mechanism including eligibility criteria, access pathway, and grievance mechanism.
  • Evaluate a safeguard framework for whether it produces documented gender outcomes, not just gender process compliance.
  • Build the institutional finance access argument — why gender-responsive design improves a country's access to international climate funds.
